Review of previous meeting minutes:
Minutes from the February 25 meeting were reviewed.  Bob Ross moved to accept.
Mike LaBonte seconded. Without objection the minutes were approved.

- Randy Wolff to draft BIRD for BUG207 clarification

- Mike LaBonte to suggest IBISCHK "orphan" message edits for BUG210
  - Done


IBISCHK7 source code license:
Bob Ross reported that a parser payment and other payments were believed to have been
made but had not been reported by SAE ITC. He will follow up.


New BIRD for BUG207:
Randy Wolff showed a new draft BIRD. He described the changes.  Bob Ross said this
kind of change could apply to other keywords, but he did not suggest looking into
that at the time.  Bob said this would be BIRD203. Mike LaBonte asked if the same
current/voltage endpoint checks could be performed on Submodels by themselves.
Bob felt no change was needed.

Better IBISCHK error message for BUG210:
Mike LaBonte showed a document with the differences between the existing IBISCHK error
message list and a list he had updated.  He noted three common classes of messages
that were using the word "orphan":
1) Where a keyword is recognized but not expected because the currently effective top
   level keyword is not the proper parent keyword.
2) Where a line without a recognized keyword was found, assumed to be a data line,
   and not expected given the current section.
3) Same as #2, but found in a different area of code. Top level keyword might be
   unknown.
About half of the 38 proposed messages were reviewed. We decided to remove
"hierarchically" in some places and instead append "-scoped" to the name of the
associated top level keyword. Review to continue next time.
